He regularly provides expert witness testimony, consulting and training programs for both employers and collectors, TPA’s, Labs along with others in the drug testing industry. Joe also serves as the Senior Compliance Officer for USA Mobile Drug Testing a nationwide service of mobile collectors and compliance specialists.
Joe Reilly assists employers with the creation of a drug-free workplace program including writing a drug free workplace policy and conducting supervisor training. Joe Reilly has served as a trainer for DOT specimen collections since 2001 and he is currently both a Regional and Master Trainer for the Drug & Alcohol Testing Industry Association (DATIA) Certified Professional Collector Program. He is a featured presenter at DATIA conferences and a regular contributing author to the DATIA FOCUS magazine.
From 1993 to 2009, Joe owned and operated Florida Drug Screening, a nationally recognized third party administrator for drug and alcohol testing programs. Joe became extremely active in the drug testing industry including memberships and involvement in the two national trade associations serving the drug testing industry – The Substance Abuse Program Administrators Association (SAPAA) and The Drug & Alcohol Testing Industry Association (DATIA merged with NDASA in 2023). Joe Served for 9 years on the board of directors of The Drug & Alcohol Testing Industry and had the honor and privilege of serving as the Chairman of the DATIA board of directors from 2004 -2008.
Known throughout the United States as an expert in the drug testing industry, Joe has served as an expert witness and has provided consulting, speaking engagements and training programs for many organizations including the US Small Business Administration, the White House Office of National Drug Control Policy, the US Department of Education, the Society for Human Resource Management, the Washington DC Department of Public Works, the Florida Office of Drug Control, the Florida Department of Corrections, the Drug & Alcohol Testing Industry Association, Florida Small Business Development Centers, and numerous Chambers of Commerce.
Joe graduated in 1979 from Manhattan College, Bronx, NY with a Bachelor of Science (Business Administration) with majors in Accounting and Marketing. Born and raised in New York City, Joe now resides in East Central Florida with his wife Robin.
Today Joe is the President of National Drug Screening and provides assistance with drug free workplace policies, supervisor training, MRO services and software to order and report drug testing. Clients of National Drug Screening have an unmatched level of service from National Drug Screening.
